THAILAND: COLLABORATION BETWEEN THE ROYAL THAI GOVERNMENT, HUMANITARIAN ACTORS, ASEAN STATES AND THE INTERNATIONAL COMMUNITY IS CRITICAL TO MEETING THE PROTECTION AND HUMANITARIAN NEEDS OF REFUGEES FROM MYANMAR

Renewed fighting between the Myanmar military and armed ethnic groups near the Myanmar-Thai border has displaced thousands of civilians. If fighting continues in Myanmar’s border states, thousands of civilians could be forced to seek refuge in Thailand.

The Asia Displacement Solutions Platform (ADSP) urges the Royal Thai Government (RTG) to continue its long-standing tradition of providing protection and humanitarian assistance to displaced people fleeing unrest. We note that the RTG recently finalised standard operating procedures for supporting displaced people arriving from Myanmar. In implementing these SOPs, we encourage the RTG to demonstrate commitment to the principle of non-refoulement, and closely coordinate with humanitarian agencies to ensure lifesaving aid and other services are available to people in need.

We also call on all ASEAN States and the international community to support the RTG and its humanitarian partners. Should the situation in Myanmar continue to deteriorate, there will be even greater need for collaborative approaches that establish shared responsibility for protecting and meeting the basic needs of refugees arriving in Thailand.

ประเทศไทยไทย: ในความร่วมมือระหว่างรัฐบาลไทย องค์กรช่วยเหลือด้านมนุษยธรรม ประเทศในสมาชิกอาเซียน และภาคประชาสังคมระหว่างประเทศ ร้องขอการคุ้มครองและการให้ความช่วยเหลือทางมนุษยธรรมแก่ผู้ลี้ภัยชาวเมียนมาร์ 

การต่อสู้อย่างต่อเนื่องระหว่างกองทัพเมียนมาร์ และกองกาลังติดอาวุธของกลุ่มชาติพันธุ์บริเวณชายแดนไทย-เมียนมาร์ส่งผลให้ประชาชนมากกว่าพันคนพลัดถิ่น และหากการต่อสู้รบนี้ในบริเวณชายแดนยังดาเนินการต่อไปนั้น ประชาชนชาวเมียนมาร์จะต้องตกอยู่ในสถานการณ์บังคับที่จะต้องขอลี้ภัยในประเทศไทย 

องค์กร Asia Displacement Solution Platform (ADSP) ร้องขอให้รัฐบาลไทยยังดาเนินการให้ความช่วยเหลือและปกป้องคุ้มครองผู้ผลัดถิ่นและหลบหนีจากความไม่สงบ ทางเรารับทราบการดาเนินงานของรัฐบาลไทยที่ได้ออกมาตรฐานการปฎิบัติงาน(SOP)ในการช่วยเหลือผู้หลบหนีภัยจากเมียนมาร์ และเพื่อเป็นไปตามมาตรฐานการปฎิบัติงานนั้น ทางเราขอสนับสนุนให้รัฐบาลไทยให้คามั่นสัญญาในการปฎิบัติตามหลักการไม่เนรเทศหรือส่งกลับไปเผชิญภัยอันตราย (non-refoulement) ตลอดจนมีการประสานงานกับองค์กรพัฒนาเอกชนที่ติดตามดูแลและช่วยชีวิตบุคคลที่ต้องการความช่วยเหลือ 

ทางเราขอเรียกร้องให้ประเทศสมาชิกอาเซียน และองค์กรกาคประชาสังคมระหว่างประเทศให้การสนับสนุนรัฐบาลไทย และองค์กรช่วยเหลือด้านมนุษยธรรมในพื้นที่ เนื่องจาก หากสถานการณ์ในเมียนมาร์เลวร้ายลงอย่างต่อเนื่อง มีความจาอย่างยิ่งสาหรับการพัฒนาแนวทางความร่วมมือที่จะร่วมกันในการปกป้องและให้ความช่วยเหลือขั้นพื้นฐานของผู้ลี้ภัยชาวเมียนมาร์ที่หลบหนีเข้ามาในประเทศไทย
