This research examines the challenges that Afghans living in Pakistan face in their access to different services including access to registration documents, legal aid, education, HLP, health services, financial and communication services, livelihoods, and assisted repatriation. The study was conducted by considering different legal statuses, namely Proof of Registration (PoR) cardholders, Afghan Citizen Card (ACC) holders, Afghan passport and visa holders, and unregistered Afghans in the country and the place of residence of PoR cardholders such as refugee camps or urban settlements.

Based on desk review and 21 interviews with key informants such as United Nations staff, the Government of Pakistan, different NGOs and others involved in work related to Afghans in Pakistan, the study was conducted with the aim that the findings will provide evidence for legislative changes and policy development and help find areas of work to bring about durable solutions.

On the margins: Afghans in Pakistan
